They are going after them. In fact one virus writer recently made the news as he was sentenced after having been found guilty in court. Most virus writers do it to prove they can, and simply to cause trouble. It's rarely about spam. And it's VERY difficult to trace down the people who write the viruses in the first place. Then, if you do find them, many are overseas where it's either impossible, or too costly, to prosecute.
