Hard to say. What version of windows, what ISP? Did this just start recently, or has it always been this way?

The exception error I specified earlier has just recently happened. I'm using windows 98 and the ISP I am using is called Tiscali.

I'd contact the ISP to ensure that you have the latest software from them compatible with Win98. I'd also check to ensure that you have the latest drivers for your modem or network, as well as visiting Windows Update for Win98 itself.

at startup message"can't find a device file that may be needed. System ini file refers to this file. Suggests the software I uninstalled previoulsy be uninstalled through control panel which is what I had done before message occurred. It's ipvnmon.vxd file. I'm assuming a driver from an ISP software downloaded online.
