I get a visual basic pop up that keeps coming back.
It says:
http:\\donkeysonparade.0catch.com\nukelog.txt

a ping of the site yields 206.63.57.10

IS there a way to "catch" the service that causes this pop up and disable it?

I'd start by running a good spyware scanner. That's the kind of thing this sounds like. Recommendations here: http://ask-leo.com/d-recommend

Please reread the article. It is not a problem, and does not require a solution.

File csrss.exe is a system process but it is widely used by various keyloggers and worms to mislead the user.

I understand the csrss.exe is a part of the kernel, but I am seeing multiple csrss.exe processes on WinXP Pro, SP1. Is there a csrss.exe process spawned for each client sub-system running?

I have a single csrss.exe file but recently it has been draining 58%+ CPU output, putting my CPU usage to 100% and slowing most things to a crawl. It wasn't always like this and even know it comes and goes but it usually behaves this way.

I am aware of a corrupt profile error that causes something similair but I am almost certain this is not that. Fresh profiles are affected in the same way.
