Okay so u can't find the address of an IP, but when you convert the IP into the domain or ISP can you e-mail there and will the person receive the e-mail?

No. That domain could represent thousands of different people. There's no way
to know who to send your email to.

i just read a comment found on my blog and am very interested in seeing who this person is.

the tag left gave me a IP address of 220.255.253.6

any pointers of how i can get to obtaining the person's or address's info?

i am going to be sending an e-mail to someone not threating or hostile, i will be letting someone know someone is cheating........... can they trace the hot mail or yahoo account.
