Leo, how can I tell the actual owner or home location of an IP address?

How do you tell by looking at the full header what the IP address is? Here are two examples from Hotmail (and I assume by “full header” you mean the full URL.) I know where these are from, both from the same computer, or should be as they are the same person. Most of the URL matches, but part in the middle does not:

My second question is, if I am using Outlook (full, not Express) for my e-mail, I don’t see a full header anywhere. How do I find an IP address in this circumstance?

No, You cannot.
as I keep saying, you can get the location of the ISP, and that's as
close as you can get. You CANNOT further determine the actual location
of the IP address without the ISP's help.
