I tried to give static ip address but thats not working at all.when i give command ipconfig no ip address was found

Run a command prompt (usually in Programs->Accessories) and type your ipconfig in that.

For example some websites limit the amount of downloads one IP address can make. Is there any way to make it think I have a different IP address even though I'm on the same computer?
