The employees would just keep launching programs (not knowing that they were already running - as they don't appear in the taskbar). I'd hit Alt-Tab to see dozens of applications open. You're solution at Kelly's Korner fixed it all though.
(I think the problem might be caused by a google or yahoo toolbar conflict - Both toolbars were installed on the computer and one tried inserting a search field in the task menu. You can't really tell it's there until you tweak the toolbar a bit).
