My outgoing emails are getting stuck in the Outbox and won't send. How can I get my emails to send?

I do not want to delete it; I just want to know what to do in the future to make sure it sends at the selected time. I have no trouble doing this from other accounts on the same server. Suggestions? Is there a fix to keep outbox from looping and sending the same email over and over again. I see several ways to delete it but, what is causing it and is there a fix. This has happend to me in outlook express and I went to outlook 2007 thinking this would cure it, but to no avail.
I sure hope there is a fix.
