I tried moving my taskbar from the top to the bottom but when i right click on the empty part of the taskbar It won't go anywhere and it is not locked
Try this. First drag it to one side. If it will go there, then drag it to the bottom.

My Toolbar is checked UNLOCKED but it still will not go back down to the bottom of the window.I can move it left to right, but not up/down. It stays along the right hand side of my monitor. I've re-booted and I still can't get it to drag down.Any ideas? Thanks

Thanks so very much! I have tried for WEEKS to get that stupid taskbar to move and I never could, even after googling and following other instructions. I am so happy to have my taskbar back where it belongs....
