You can also pop-up the Windows Run dialog box by pressing the Windows Key and the "R" key at the same time.

Instead it tells me "this operation has been cancelled due to restrictions in effect on this computer. Howver when I log on to other user on the same computer, everything works. I have window xp home edition. Your help will be deeply appreciated.
