I've had this 0x800CCC19 timeout error for Years, especially when sending Large messages with multiple recipients (3 different anti-virus, with outgoing scan disabled)?-
XP then Win 7- Outlook Express, and now Windows Live Mail.

Leo was right with me (thanks!)! Solution-
I let my anti-virus scan the incoming message, then "Fully Exit Before" i Send.
Try it!

I have this issue also. I am a 40 PC user company and have been experiencing this intermittantly through the day. It is not the AV on my side. Anything I have erad points to an issue at our email providers server. I am on the phone as I write. I know for sure it is not AV because everything has been working fine for years and then suddenly today I have issues. I doubt that 40 PC's can suddenly fail with AV when they all worked fine before today. Besides if you wait long enough the mail goes, so how do you answer that if it is AV.
Another point of view.

Remember that AV software does update frequently - daily perhaps - and if all machines use the same AV software and take the same update on the same day as they should they could all manifest the same problem at the same time. I'm not saying this *is* the problem, but I'm not quite as quick to rule out AV interference.

I get this same error (Error Number: 0x800CCC19) on this computer. I'm running xp sp3 and am using avast antivirus and my ISP is Verizon. The curious thing is that I am running the same set up on another computer and have NO problems sending or receiving emails. I guess it has to be the AV since when I unclicked the scan outgoing box on this computer it started sending with out a problem. What would effect one computer running the same OS and AV with the same settings and not the other? Thanks in advance.

Often it's a timing issue, and one computer being faster than the other is enough of a difference.

OF COURSE it was the pop3uidl.dbx!! It's been years since I last got that error, and I had completely forgotten. I erased it and everything was OK. This file can be erased without problems as it will be created next time you start Outlook. BUT. There is always a but. If you are using POP3 and keeping a copy of downloaded mail on the server, this file is where O.E. keeps track of what was already downloaded. It means that if you delete it, everything will be downloaded again. A workaround is to move everything from the Inbox to another folder, deactivate the rules if you have any, and then erase the file and download. Then erase from Inbox the mail you already had, move everything back to the Inbox, activate the rules if you had any and apply them so it acts upon the new mail. Et voil�.

I could not get my email using Outlook or Outlook Express without getting Error Number: 0x800CCC19. Verizon is my ISP and I�m using FIOS. Verizon technical support said I should contact Microsoft but I decided to do some more research when I came upon your website. Your article nailed the problem. My Norton 360 anti-virus email scanner was causing the problem. I stopped scanning of incoming email and that resolved the problem. I�ll contact Symantec for a fix. Thanks!

I just changed over to a different computer using windows xp pro. I transferred my outlook express from my old computer to the new and now I am unable to send emails, receiving an error code of 0x800CCC19. I also installed Trend Internet Security on this machine. Your web page helped a lot. After I had my computer reformatted, I had to reset my email setings. I have 2 IPs, but receive my email though only one of them. On one of the accounts I could send but not receive. I kept getting an 0x800CCC error. First there was a B ending, then 19, then back to B. After several hours on the phone and checking with my antivirus, I read your webpage carefully and then went to server in tools to make any changes I could find. I checked the box "My server requires authentication." Presto, it was working again.

I had the exact same problem today for the first time ever. I also have access to my e-mail via the internet, so I moved all incoming messages to a temporary folder then tested each e-mail one by one until I found the offending mail that was hanging things up and killed it. Thanks for the help!

0x800CCC19 there's also a report of corruption in the "pop3uidl.dbx" file. The solution presented is to exit Outlook Express, delete that file, and then restart OE. I'm always nervous just deleting potentially important files, so my recommendation is that rather than deleting it, you rename it. That way if you need it back for any reason, you still have it. i find this file n delete but this is not work in pc

Thanks, Leo. Yesterday, OE didn't like my password and, as you say, Google was my friend. I did as everything suggested, but it didn't fix the problem. I shut down and went to bed. Today, my password was fine, but I got this error instead. I had no intention of messing with AVG as it has always worked beautifully for me, but I opened it up to have a look. I found the databased needed updating, which I duly did. Before doing anything drastic (turning things off or deleting files) I went back to OE. This time everything worked beautifully, and I have just downloaded about 200 messages!

I had real trouble with this errort twice. The first time I fixed it relying on the suggestion that you turn off your virus scan program. The second time that did not work, nor did turning of the pop3uidl file by renaming it. The simple solution I found was to go to my ISP who helped go to the mailbox there and delete all non-essential incoming mail before I opened Outlook Express. That did the trick.

I finally fixed this error by running a 'Live Update' session with Norton Internet Security. I believe this is being caused by one of their update patches, but their latest ones seem to fix it. Worked for me..
