It may start automatically on reboot in some cases where the installation process has indicated that a reboot was required, or the installation failed to complete successfully.

I am installing a new printer, but I get an error message, and then when all is installed I get more error messages and dont print at all.

Found this help page on Microsoft's support site that fixed the issue for me:

Unfortunately, depending on what is going on, you may have to do a repair install of windows. I was fortunate that i did not have to.
